A Mohács Határkikötőben felállított ideiglenes koordinációs központból irányítva 2014. november 10-14. között megtartották a DARIF (Dunai Folyami Fórum struktúrájának létrehozása) projekt utolsó, Harmadik Közös Műveletét is (továbbiakban: művelet), amelyben a projekt megvalósításában közreműködő tíz ország, illetve a Frontex, az Europol, az Interpol, az Aquapol és az EUBAM képviselői vettek részt.
A művelet lebonyolításához ez alkalommal is egy-egy nemzeti összekötő tiszt érkezett Mohácsra a tagországokból, illetve a nemzetközi szervezetektől. A művelet a már jól bevált módszereket követve, ugyanúgy zajlott, mint az ezt megelőző két alkalommal (Első, illetve Második Közös Művelet): ugyanazok a tisztek, ugyanolyan ellenőrző-végrehajtó tevékenységet láttak el, mint áprilisban és júliusban.
A művelet során az ellenőrzések kiterjedtek a Duna egész szakaszára és a Duna–Majna–Rajna-csatornára is. A hatóságok leginkább az illegális migrációra, az emberkereskedelemre, a drog- és cigarettacsempészetre, az orvhalászatra, az okmányhamisításra, az illegális munkavállalásra és a körözött személyek elfogására fókuszáltak, miközben biztosították a folyamatos információáramlást és nemzeti terveik végrehajtását. Az Europol és az Interpol képviselői a nemzetközi adatbázisokhoz való gyors hozzáférésről gondoskodtak.
A műveletben a tíz ország bevont hatóságainak összesen 872 tisztviselője vett részt, akik naponta átlagosan 35 szolgálati hajóval és 50 szolgálati gépkocsival látták el feladataikat. A művelet során összesen 55 személyhajót, 697 teherhajót, 691 uszályt, 45 halászhajót, 20 csónakot vagy jachtot, 8 konténert, 67 gépkocsit, 5 787 személyt és 7 937 személyi és hajózási okmányt ellenőriztek.
A résztvevők egyöntetűen sikeresnek nevezték a Harmadik Közös Műveletet. A DARIF soron következő eseménye a 2015. január 27-28-án megrendezésre kerülő Második Szakértői Munkacsoporti Ülés lesz, melynek fő témája a projektről szóló kiadvány tartalmának előkészítése és megvitatása lesz.
The joint operations of the DARIF have reached their end
In the DARIF project (Setting up the Structure of a Danube River Forum) the 3rd Joint Operation (hereinafter: operation) was implemented 10-14 November 2014 and was coordinated from the Temporary Coordination Centre in the Border Port of Mohács with the involvement of liaison officers from the ten member states of the DARIF as well as the Frontex, the Europol, the Interpol, the Aquapol and the EUBAM.
All the ten member states and the international organizations sent one liaison officer to Mohács for the operation, just as it happened in April and July this year. The operation was implemented in the same way like in the 1st and 2nd Joint Operations.
Controls covered the whole length of the Danube and its banks, as well as the Rhine–Main–Danube Canal. Authorities focused mostly on illegal migration, trafficking in human beings, smuggling of cigarettes, tobacco products and drugs, fish poaching, document forgery, illegal employment and apprehension of wanted persons. The team at Mohács was responsible first of all for maintaining the constant flow of information, for the implementation of their national operational plans and for the daily contact between the Temporary Coordination Centre and their national contact points. The representatives of the Europol and the Interpol provided the operation with constant access to international databases.
Authorities involved in the operation in the ten member states deployed altogether 872 officials; they have used 35 duty boats and 50 duty cars per days. Totally 55 passenger cruise ships, 697 freight ships, 691 barges, 45 fishing boats, 20 boat or yacht, 8 containers, 67 vehicles, 5 787 persons 7 937 documents were checked during the controls.
Participants unanimously regarded the 3rd Joint Operation as a successful event. The next step in the DARIF project will be the 2nd Technical Workshop on 27-28. January 2015, which will give the experts the opportunity to prepare and discuss the content of the upcoming DARIF publication.
