2015. január 27-28-án tartották a DARIF projekt Második Szakértői Munkacsoporti Ülését Budapesten. A kétnapos találkozó keretében a projekt tagországainak több mint 60 képviselője megvitatta és kiértékelte a projekt eredményeit és jövőbeli ajánlásait tartalmazó kiadvány előzetes tervét, melyet a munkacsoport-koordinátorok állítottak össze és küldtek meg még az ülést megelőzően.
A DARIF Második Szakértői Munkacsoporti Ülését Herczeg Mónika rendőr alezredes, projektmenedzser nyitotta meg, majd üdvözölte a jelenlévő szakértőket, akik közül többen már részt vettek a projekt korábbi rendezvényein.
Ezután Kalmár Ádám munkacsoport-koordinátor mutatta be a 2014-ben lezajlott három közös művelet eredményeit, melyet Mohács Határkikötőben működő Ideiglenes Koordinációs Központból hajtottak végre a DARIF tíz tagországából érkező összekötőtisztek bevonásával. A nemzeti műveleti tervek az országok választott céljain, elérhető erőforrásain, kockázatelemzésein és saját igényein alapultak. A Duna egész hosszára és teljes partszakaszára is kiterjedő három művelet során a hatóságok első sorban az illegális migrációra, az emberkereskedelemre, a cigaretta- és drogcsempészetre, az okmányhamisításra, az illegális hulladékszállításra, kikötők ellenőrzésére és körözött személyek elfogására fókuszáltak.
A korábbi eredmények felelevenítése után Petar Margic, a Duna Bizottság főigazgatója tartott előadást a szervezet történetéről, munkájáról és az aktualitásokról. Bemutatta a Bizottság specifikus feladatait, melyeket a Belgrádi Egyezmény 8. cikke határoz meg. A Bizottság a hajózhatóság érdekében irányt szab a Dunán végbemenő munkának, egységes rendszert hoz létre, a folyóellenőrzés szabályait egységesíti, összhangba hozza a belvízi hajózás szabályait és statisztikákat készít a folyón történő hajózással kapcsolatban.
Ezt követően három biztonsági, rendészeti célokat szolgáló eszközöket gyártó vállalat képviselői tartottak bemutatót a náluk elérhető modern berendezésekről és szolgáltatásokról. A norvég Kongsberg Seatex As, a német Innovative Navigation GmbH és a belga Periskal vállalat képviselői az előadás szünetében válaszoltak a szakértők kérdéseire, és közelebbről is megmutatták a magukkal hozott eszközöket az érdeklődőknek.
Január 27-én délután és 28-án délelőtt a munka a DARIF öt munkacsoportjában párhuzamosan folyt, ahol a résztvevők szakterületüknek megfelelő kérdéseket vitattak meg és véglegesítették a kiadvány leendő tartalmát.
A rendezvény zárásaként a munkacsoport-koordinátorok közösen, minden résztvevő jelenlétében bemutatták a kétnapos ülés eredményeit. Az esemény résztvevői egybehangzóan nagyon hasznosnak és sikeresnek ítélték a megbeszéléseket. A Második Szakértői Munkacsoporti Ülésen sikerült megállapodni a projektkiadvány tartalmáról, a Duna mentén kialakítandó jövőbeli rendészeti szakmai együttműködésre vonatkozó ajánlásokról és konkrét intézkedésekre irányuló javaslatokról is, melyek a tavasszal megjelenő kiadványban lesznek olvashatóak.
Az ülés legvégén Herczeg Mónika kifejezte háláját a több mint 50 külföldi szakértőnek az elvégzett munkájukért, illetve a DARIF projekt sikerességéhez való folyamatos szakmai hozzájárulásukért.
2nd Technical Workshop of the DARIF – the last expert-level international meeting of the project
The 2nd Technical Workshop of the DARIF was held 27-28. January 2015 in Budapest. During the two-day meeting the more than 60 experts from the member states of the project had the chance to discuss, evaluate and go into details of the draft publication that contains the results and future recommendations of the DARIF. The specific chapters of the publication were prepared and sent to the participants by the expert group coordinators before the workshop. The 2nd Technical Workshop of the DARIF was opened by Ms Mónika Herczeg project manager who greeted the participants and expressed her gratitude to them for being present for several times during the project.
Then Mr Ádám Kalmár expert group coordinator presented the results and findings of the joint operations of the DARIF that were led from the Temporary Coordination Centre in Mohács Border Port with the involvement of liaison officers who were delegated from the ten member states of the DARIF. The national operational plans were based on the needs, demands, risk analyses, available resources and chosen objectives of each country. Controls covered the whole length of the Danube and its banks. Authorities focused mostly on illegal migration, trafficking in human beings, smuggling of cigarettes, tobacco products and drugs, document forgery, illegal waste transport, controls of destination ports, controls on labour and apprehension of wanted persons. Participants unanimously regarded the operations as successful events.
Mr Petar Margic the Director-General of the Danube Commission held a presentation about the history, work and current news from the Danube Commission. He introduced the specific tasks of the Commission that are ruled in Article 8 of the Belgrade Convention. The Commission defines the plan of major works on the Danube river in the interests of the navigation, establishes a unified system of signals and pilot services, unifies rules of river surveillance, coordinates hydro meteorological services, harmonizes inland navigation rules, delivers advice and recommendations and provides statistical data on Danube navigation. In the following representatives of three security companies that produce equipment for law enforcement use, presented their available modern products and services. The representatives of the Norwegian Kongsberg Seatex As, the German Innovative Navigation GmbH and the Belgian Periskal companies answered the experts’ questions in the break and showed the equipment they brought along to the participants.
In the afternoon 27th January and in the morning 28th January the work continued in the five parallel thematic workshops during which participants had the opportunity to discuss the details and finalize the texts that will be incorporated into the DARIF publication. The expert group coordinators concluded the parallel thematic workshops by presenting the outcomes and results of the discussions during the two days of the workshop. They unanimously regarded the workshops as highly successful, fruitful and contributive discussions about the recommendations for future law enforcement cooperation along the Danube which will be incorporated into the project publication. The publication will be available from May 2015.
At the end of the meeting Ms Herczeg thanked the participants the excellent job and the great contribution to the DARIF project. She insisted that the experts will be informed about the outcomes of the project and the publication.
